FINANCIAL WELL BEING FOR FISHERMEN _ PHASE 1

ABSTRACT
Financial Well Being is the most important topic for social well-being and for the survival of small and coastal communities, including small-scale fishing. Other critical social welfare related issues for members of these communities are i) Local basic services (education, health services); ii) Regional distribution of fishermen; and iii) Management of natural resources. Producers, fishermen and shipowners are key elements for small communities, directly related to the exploitation of natural resources on land and at sea. By defining the concept and limits of Fishermen's Financial Welfare, it is possible to promote the profession, respond to needs and ensure the survival of local coastal communities.
In order to guarantee the subsistence and viability of Small Scale Fisheries (SSF) in the outermost regions of the European Community, it is necessary to understand the financial conditions of local producers (fishermen) and production units (fishing vessels). In this report, current fleet data was collected and analysed on four islands of the central group of the Azores Archipelago, Graciosa, São Jorge, Pico and Faial. A financial evaluation was carried out according to the result of the operations of each production unit, as well as the level of revenues, working conditions (number of landings), estimating the percentage (%) of the categories of expenses per year. At the same time, the average level of profits by fleet segments and by landings, Revenue vs. Expenses (fixed and operational) per vessel must be estimated.
This study proposes management tools to address and describe the issues to achieve Financial Well Being. By understanding human behaviour at sea, added value is created for promotion of Responsible Fishing Operations (RFO), inducing changes in the Fishermen's Paradigm, stabilizing revenues for all actors in the sector and improving sustainable and responsible fishing activities
